Innovation in government

Can government agencies be innovative? Pessimists might point to the sorry history of high-profile government IT projects. Theorists might claim that government is culturally unsuited to risk-taking that typifies innovative environments. Pragmatists might point to some interesting experiments at the edge of government procurement. Can we shed any light on what is happening, what to do, and what to avoid?
